When there is a notice in the bulletin area does that change get added to the full set or official rules, what I mean to say is do we need to read the main rules and the bulletins to be completely up to date?

I just wanted to add that I dont think most of us have a hard time reading and understanding the rules I think we are not always sure what the terminology means. I guess I should say that for me that is really where I have had issues, I think when the pictures were posted it was a very good addition because it took away the question "what do they mean by that" Just my 2 cents

Great Post Dusted! Anytime you have any confusion about a term, please ask. We intend to get a definitions page asap. Any term that is questioned will get an answer and a post in the definitions within a couple of days when possible.
You should check the Bulletins page as well as the rules. However, every bulletin posted will be added to the official rule set asap and appear in red to make sure they are noticed. We sometimes post a heads- up in several places and more than once.
Please guys don't ever be shy about asking and challenging us. If you prefer to query us personally thats fine too.
